A change leadership tool developed by Martin Thompson in 2022.

The model displays three “layers” – or aspects – that leaders of change must address effectively to overcome resistance and ensure a sustainable result.

The bottom layer consists of Strategic actions to take in preparation for, and during the execution of the effort.  These are primarily focused on the entire organization.

The middle layer consists of Tactical actions to take during the execution of the effort and starting as early as possible.  These are generally focused on the entire organization as well as specific groups within the organization.

The upper layer consists of Transactional actions to take during the execution and in sustaining the effort over the long term.  These are primarily focused on individuals or smaller groups within the organization.
